Summary:
 House Bill 65 (HB 65) This bill is a proposed amendment to the Cannabis Regulation Act in the state of New Mexico. 
Legislation Overview:
 House Bill 65 (HB 65) - Section 1: Amendment to Section 26-2C-25 NMSA 1978 - A. Lists various actions related to the personal use of cannabis that are considered lawful for individuals aged 21 or older. These actions include possessing, using, purchasing, transporting, and displaying cannabis within the limits specified by the Cannabis Regulation Act or the medical cannabis program.  B. Specifies conditions under which possessing cannabis in excess of two ounces, sixteen grams of cannabis extract, and eight hundred milligrams of edible cannabis is lawful if stored in a private residence and not visible from a public place.  C. Outlines activities that are considered lawful, such as transferring a limited amount of cannabis without financial consideration, ingesting or consuming cannabis products, using nonvolatile solvents for cannabis extract, and manufacturing and transporting cannabis paraphernalia.  D. Allows for the possession, cultivation, and transportation of a limited number of cannabis plants per person, with restrictions on the number of mature plants per household.  E. Authorizes smoking cannabis in designated areas and transporting homegrown cannabis or cannabis plants during a change of residence or for testing/manufacturing purposes.  Section 2: Emergency - Declares that it is necessary for the public peace, health, and safety that the act take effect immediately.
