Senate Bill 79 (SB 79) creates the Unleaded Aviation Fuel Grant Program (Program) that the Aviation Division (AD) of the Department of Transportation will administer. It requires the AD to award grants on a competitive basis to publicly owned airports, state political subdivisions and Indian nations, tribes and pueblos of up to two hundred thousand dollars for the sole purpose of installing an unleaded aviation fuel dispensing system or otherwise providing unleaded aviation fuel at a publicly owned airport in New Mexico that does not already have such a dispensing system or provide this type of fuel. It defines unleaded aviation fuel and requires the AD to establish the parameters and requirements of the Program SB 79 creates the Unleaded Aviation Fuel Grant Program Fund, a nonreverting fund in the state treasury for the purpose of carrying out the provisions of the Program. SB 79 appropriates five million dollars ($5,000,000) from the General Fund (GF) to Unleaded Aviation Fuel Grant Program for expenditure in Fiscal Year (FY) 2026 and subsequent FYs to carry out the purposes of the fund. Any unexpended or unencumbered balance remaining at the end of a FY will not revert to the GF.
